Officially released: 2009 Manual for Uniform Traffic Control Devices (MUTCD)

For those interested in improving bicycle facilities, the 2009 Manual for Uniform Traffic Control Devices (MUTCD) was finally approved and released.

The new edition contains Shared Use Lane Markings, or Sharrows as they are most frequently called. Sharrows improve recognition of the bikeway network and are ideal along slow-speed narrow streets, where bicycle lanes and the like are not feasible. More . . .

Bike Delaware fundraising campaign: Update

Our fundraising campaign is off to a good start. We know you care enough about Bike DE to be a member and receive our email communications. We hope you care enough for what we are doing to make Delaware more bike friendly that you'll make a monetary donation to support our program for 2010. Please let us hear from you!

Individual donations are critical to our success, and have a direct impact on bicycle advocacy in Delaware. Our primary expenses are web site maintenance, printed materials, and travel to/from legislative meetings and events. We have no paid staff, and are planning to incorporate as an independent, non-profit organization. You can make a tax-deductible donation to Bike Delaware HERE.

Few, if any bike lanes or safety features included with pave and rehab projects since Summit

Bike Delaware members report advocacy progress on multiple fronts since the 1st Annual Delaware Bike Summit -- minus bike lanes for on-road safety. It appears the majority, if not all DelDOT pave and rehab projects covered with the stimulus funding as well as the state's own budget were also ruled out, leaving those roads as many as 10 years away from consideration. Has your organization signed on for Active Transportation? Friday 12/18 is the deadline!

As much as $50M could be made available to Delaware, for the purpose of facilitating clean, green, healthy transportation alternatives. All Delaware organizations with the purpose of reduced auto-dependence, healthier lifestyles and livable communities need to get on board. There are only 2 days left! Delaware stands an excellent chance of of being selected, given WILMAPCO's hard work and dedication in the creation of an Active Transportation in Northern Delaware Case Statement. Calling all DE Organizations - Sign on for Active Transportation!

Representative Earl Blumenauer (D-Ore.) is the lead sponsor of the "Active Transportation Act of 2009", which would direct the secretary of the U.S. Department of Transportation to "carry out an active transportation investment program ... to encourage a mode shift to active transportation within selected communities by providing safe and convenient options to bicycle and walk for routine travel. New Castle County, Delaware stands an excellent chance of of being selected, given WILMAPCO's hard work and dedication in the creation of an Active Transportation in Northern Delaware (pdf) case statement. Rep. Blumenauer will soon be introducing the Act on the House floor. To aid his effort, RTC has authored a group sign-on letter and partnered with America Bikes to develop an impressive list of supporting organizations. Please consider having your organization and other local groups sign this letter, which Rep. Blumenauer can then use to bolster support for this legislation. Should Northern Delaware be selected, it could send as much as $50M our way for the enhancement of non-motorized transportation (bike infrastructure, paths, parking, etc).

To sign the letter, an e-mail must be sent including the name and title of a representative from the signatory organization, including the corresponding city/county and state, to Kartik Sribarra at kartik@railstotrails.org by 12 p.m. EST next Friday, Dec. 18. 3 Foot Passing Law - The time to act is now!

The Delaware State Senate has already approved SB-168, but the House may be a more difficult sell. The need for written support from Delaware cyclists cannot be overstated. It is now time to start contacting members of the House Public Safety and Homeland Security Committee to ensure its passage in both chambers. You can simply go HERE and open each committee member's page, which includes their email address, and write an email expressing your support (be sure to mention the bill by number: SB-168). Please try to CC as many as possible, but if time is a factor, please consider emailing both the Chair, John L. Mitchell: john.l.mitchell@state.de.us, and Vice Chair, John C. Atkins: john.atkins@state.de.us at minimum.

Some might think this is "another useless law that will never be enforced, why bother". SB-168's primary goal is further awareness of bicyclist's legitimate participation in vehicular traffic, and to provide additional protections in car-bike altercations, incidents and/or accidents. We consider it critical to pass this bill, on our way toward Delaware becoming a bicycle-friendly state. Read about Rhode Island's own version of the bill, now passed HERE

Bike Delaware needs your support

As the year draws to a close, Bike Delaware is thrilled with the progress made in 2009 and is excited about the prospects for the coming year. We led a campaign to get bike lanes on St. Georges Bridge and we supported and helped plan and implement the first Delaware Bike Summit. We have a logo, a well-developed website, an informative periodic newsletter, a Board of Directors and a good start towards incorporation.

Approaching 2010, we need on-going funding to maintain our momentum and accomplish our goals. You can help by making a donation to Bike Delaware. To make a tax-deductible donation, go to http://www.bikede.org and click on the Donate button (or just click here). Decide on your donation level on the "click-and-pledge" webpage, select the appropriate "Add to Cart" button and then click on the "Go to Checkout" button. Your donation completed this way will be processed through the Bike Coalition of Greater Philadelphia (BCGP), a 501c3 non-profit organization. GCGP will then transfer the money to Bike Delaware. How will your donation be used? Here are some examples. We will develop communications supporting a three-foot passing law to be voted on in the DE House (it passed unanimously in the Senate). We will support the 2010 Delaware Bike Summit (scheduled for May 21 -- mark your calendar). We will develop educational brochures covering bicycle safety, bicycle laws and bicycling issues to distribute at community events. We have joined one national advocacy organization and would like to take advantage of the resources provided by one or two others. We would like to support one or two of our members attending the National Bike Summit in Washington in March. We have an on-going server charge for our website.

Membership in Bike Delaware is free, today. Our goal is to avoid starting to charge a membership fee, so your donations are essential.
