Long-delayed legislation to ban the use of hand-held cell phones while driving passed the House on June 22 and is on its way to Gov. Jack Markell for his signature. The 34-6 House vote brings to a close several years of unsuccessful attempts to prohibit talking on a cell phone without using a hands-free device. House Substitute 1 for House Bill 229 also bans texting, e-mailing and Internet usage while operating a motor vehicle. The bill exempts police, firefighters and emergency personnel.The importance of this bill to all road users cannot be understated. Link
